| Section The ICRC in the Philippines In the Philippines, where the ICRC has been working since 1982, the delegation assists and protects civilians displaced or otherwise affected by armed clashes between the government and insurgent groups, primarily on the southern island of Mindanao. It acts as a neutral intermediary between opposing forces in humanitarian matters, visits security detainees and works with the Philippine National Red Cross, through its network of regional chapters and local branches, to assist displaced people and promote compliance with IHL.
